    I would recommend arborviete, yew or junper. Those are all hardy evergreens I have seen do well in a variety of growing conditions although I have never seen any garden area near salt truck spray areas. I don’t have any experience with privets.

    If you buy the shrubs small (1 ft in height) they might be 20 bucks each. If you want privacy now and not in a few years of growth expect to pay 50-75 bucks each for a 2-3 foot tall shrub. But it also depends on where you go and what they have in stock. Sometimes Home Depot has great deals other times they have nothing.
